The Chief Minister and the ministers further under them working for the country are not directly responsible for the people they have chosen them.
They are required to do the work that they ought to do and by doing the work, if the public do not think it is worth for them to be on the minister’s state, then they can make him lose the election by down voting him during the elections.

Following elections to the State Legislative Assembly (Vidhan Sabha) in a state, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints and swears in the chief minister, whose Council of Ministers are collectively responsible to the assembly.
