council of minister categorised through three ways:-
1- Cabinet Ministers- They act as head of important ministries of the central government. For e.g- Defense Ministry, Home Ministry, Finance Ministry etc. They are the integral part of Cabinet.
2.Ministers of state- They can be given Independent charge of ministries or can be attached to the cabinet ministers. When attached to the cabinet ministers, they work under the guidance of cabinet ministers.
3.Deputy Ministers- They are never given independent charge of ministry( unlike ministers of state), and always remain attached to the cabinet ministers or ministers of state.

The council ministers are classified as follows
1.Cabinet Ministers: They are usually top-level leaders of the ruling party or parties who are in charge of the major ministries. Usually, the Cabinet Ministers meet to take decisions in the name of the Council of Ministers.
2. Ministers of State with Independent Charge: They are usually in charge of smaller ministries. They participate in the cabinet meeting only when they are specially invited.
3. Ministers of State: They are attached to and are required to assist the Cabinet Ministers.
