Being a human isn’t necessary to act human, though it helps. Some people are humans but are accused of not acting human, too. So, these don’t always overlap. Being a human is mostly about origins and composition, a human is an organism made up of trillions of cells which each have (mostly) unique human DNA strands in them. Non-humans can be anything else.

Acting human is mostly about having behaviors most associated with humans, although not all humans exhibit all of these behaviors. Interest in sex, irrationality (and, ironically, the ability to reason), verbal communication, emotional sensitivity (and deliberate cruelty) are all often considered part of ‘acting human’.
