Membership to the Council is open to all Member States of the United Nations. Members are elected by the General Assembly through individual and direct votes by absolute majority (97 votes). Ballots are secret and elections are held every year.

Answer:

In principle, only sovereign states can become UN members, and currently all UN members are sovereign states. ... In addition to the member states, the UN also invites non-member states to become observers at the UN General Assembly, allowing them to participate and speak in General Assembly meetings, but not vote.
