It is because of the diseases caused by cool weather. And accidents because of fog is also a main reason for this . So , because of these reasons winter is called rough weather enemy of men .

if there is winter and rough weather so in winter there is a high cold by which we have to wear lot of warm clothes if we will not wear then the peron may suffer from fever and cold. In the rough weather wind blows very fast and may chances to rain if rain will occur then there is a lot of dirtiness on the roads and drains will over flowing by which we may suffer from many kinds of diseases
