yes arrangement of particles lead to the different states of matter....
As we known if the particles are closely packed then it's solid state.....
if the particles are not closely packed then it will be liquid state....
And if the particles are farther apart from each other then it will be gas state....
so it's only the arrangement of particles that lead to different states of matter...

The atoms are very tightly packed they form solid
And as they are not so thightly packed they from liquid
And as they are very far to each other they from gas
