Belgian leaders between 1970 and 1933 amended their constitution four times so as to work out an arrangement for the people to live together within the same country , since they recognised the existence of difference in regions and cultural diversities.
According to them the number of French and Dutch speaking ministers must be equal.
Since both linguistic communities have different problems ,no single community can make decisions.
Equal representation of both communities have made the Brussels government a unique one.
The community government is elected by people belonging to one community no matter where they live.
