The Belgian model suggested that the number of Dutch and French-speaking ministers should be equal in the central government.

Many powers of the central government had been given to state governments of the two regions of the country.Some special laws required the help of large number of members from each linguistic group. Thus, no single community could make decisions separately.

Every other country which has many ethnic races suffers from violence and discrimination however the Dutch sufferedno such issues precisely because the innovative policies followed.

The so called third kind of government-the community government is elected by people belonging to various communities based on language.

Cultural, language related issues and educational issues are dealt by this government.

This model helped to avoid local conflict between the two major communities and separation of the country on the grounds of languages.
