here is your answer,
in the soil there are certain microorganisms which are useful in decomposing the waste organic materials
in the snow area there are no such micro organisms which are useful in decomposing the ways organic materials because of these extreme cold conditions
and here because of the unavailability of these microorganisms., the dead man cannot be decomposed in the snow area
and also as the body will be freezed so, it can't be decomposed
