How can a large population be turned into an liability for the country?

Well first of all, in a large populated country such as India it is considered as a liability. This is because aspects that help consider the development and economy are not in par with the human population, which include:
- literacy rate
- employment
- HDI
- per capita income
So when all these factors are met and fulfilled it means the population is an asset, they are educated, have good health and are employed, it means that the population is well utilized. But in India that is not the case. Many people still work in the primary sector (agriculture) which produces around a quarter of the GDP. By this you can assume that even though there are more people working in the primary sector, production is not affected. So all of the extra workers come under disguised unemployment. And as we all know farmers are given minimum wages so it makes sense why we have a low per capita income.
But if education can be provided to everyone then, employment rates increase, so there's better income which means better health care can be provided and all of this increases the country's per capita income.
So we can say that everything is interlinked and even if one part if the cycle is broken it can lead to drastic changes.
Hope this answers you question!
