How can chlorine gas is produced in laboratory without using hydrochloric acid and sulfuric acid ?

It can be produced by the electrolysis of Sodium Chloride (NaCl).

shaurakalra: The reason is the chlorine gas will be contaminated by gaseous HCl and water!

In order to get rid of HCl the raw-product is passed through water.

In order to get rid of water the raw-product is passed through a drying agent… in your case it’s concentrated sulfuric acid.

In the end you will get pure chlorine gas Cl2
