Warnings are given to users who repeatedly do the things a community user is asked not to do. Simply put, they don't follow the rules. If even after a long time their behavior continues, their account gets deleted. 

Warnings can only be removed by Senior Moderators. To get them removed, first stop going against rules.
Try to be helpful to the community and earn a positive name for yourself. 
After you are sure that you don't deserve the Warnings, contact a Moderator, they'll do it.

Warnings are send to any user when he crosses the limit. Most accounts are deleted when a user receives  5 warnings but still does not improve. 

Deletion of account depends upon why does a user received the warning. Some users' account are deleted on even single or double warnings. Account deleted on Single or double warning are mostly of spammers and those who post vulgar pictures. 

Sometimes, What people  think is there's no use of warnings as a boy said in previous answer. 

What he thinks is absolutely wrong. When you will be reported for deletion, these warnings and bans play an important role in deletion. If a user has less warnings, he can be given a chance but if you have more warnings, your account will be deleted at the spot.

Now, coming to the question.

Warnings can be removed only by senior moderators or admins or the Community Leader. But for this, you are needed not to repeat the mistakes for which you received the warnings. If you gain a positive impression by others, then your warnings can be deleted if you contact some senior authority.
