There is no rule or syllabus to teach you this you have to learn it on you own from your surrounding .
Dont wait for a right time make your thing right it will automatically make the time right.

There is a say and it goes somehow like “there is no wrong time to do the right thing”. It's philosophical and I can't fathom the depth of the proper philosophical analysis.
Many examples are clicking my mind but don't know how to conclude them. Like for the time being if you have some other important priorities or if you are accountable to something then many right things at right time you might need to skip in order to keep up with your accountability. So that thing you are accountable to is the right thing for the moment and for that every time is right.
For the question in a general note all I can say is you can study and learn the situation well and then can make your move accordingly . If you learn the situation well then in most cases you won't be the odd one out. For that listen, see and understand.
