We could have a preface, with a paragraph of what this project report is about. Then why it was done and what was found. Mention the names of the team or people involved. Write an acknowledgement of the persons who have helped you during this project work.
Introduction can be written later. In more detail, perhaps a page or more. This could be about the existing situation in the world, in the context of the subject of the project. Then what was done. Then what difficulties are faced.
Two or more pages about what was done. Start with any background work or work that was done earlier by someone else or what was already existing. What was actually done by you.
