1. Government can set - up industries and / or set - up complexes and facilities related to agriculture i.e, mills etc, to create employment, and to tackle ' Disguised Unemployment '.
2. Government must provide incentives for establishment of small - scale and cottage industries by local entrepreneurs, and provide them with the required infrastructure and credit i.e, finances.
3. It must also help in providing them with vocational training, so they can attain opportunities even in the skilled labour - sector.
