----> More awareness can be created.
----> government should plan to create a team. so that they can suggest them the ways.
--------> education system should be hard so that the new generation can. create new possibiities
----> new generation should e given training so. that they can start their non farm activities.
----> some non farm activities are like.
dairy farming..bee keeping..etc.

(I'll mention a few more points that are left out by the previous answerer.)
• Marketing facilities can be developed in rural areas, by improving transportation (for the transfer of goods) and selling of locally manufactured goods of the villagers in towns and cities.
• Loans at low interest rate can be provided to the poor villagers (which will act as a physical capital and enable them to start their eneterprise).
• Employment generating schemes should be initiated by the government in rural areas.
• Governement or NGOs can initiate free skill/vocational training programmes for villagers.
