Yes, opening up industries create employment.

In this developing world, one needs to be employed so that he could thrive for a better life. We often notice that the employed people are way more smart and intelligent than the unemployed though they are not so well-educated. This is because when you are employed, you have a certain feeling that you have a responsibility of your colleagues, your family and most importantly of your work place. But these feelings don't run in the hearts of unemployed people.

If there are more industries, eventually there will be a need of more workers. So, ultimately the unemployed people will get employed.

Nowadays, we see that the more-educated person is still not in a job but a less-educated person is working at a government agency. This itself means that the illiterates(not well educated) are giving some bribe to the agencies and this is.... Of course corruption.

Sometimes the unemployed people, they don't find a job so they go for some illegal jobs like smuggling etc. which is a major obstacle for a country's progress.

So it is of course very beneficial to construct more industries for the employment of more people who strive to get a job.
