Political party is a combination of leader, voter, and supporters 

it can reformed by electing them self in election and by participating in elections or :-

1) the constitution amended to prevent elected MLAs or MPs from changing parties 

2) the supreme court passed an order to reduce the influence of money and muscle power

3) hold organisational election and file their income tax return
