Secularism is tolerance applied as a consensus to how the state is run.
This consensus recognizes that diversity and global forces in the modern world (going back to 1776) mean that the state is no longer a purely homogeneous ethnic or religious entity.
It is not, in other words, a tribe with us and them, friend and foe, defined by shared beliefs and family and tribal nexii.
This modern day consensus is not shared by everyone. Many people fear this modern society.
Bigots, racists, people who think that nationality is ethnic, pull - up - the - ladder - Jacks and conspiracy theorists in general, all fall in that category.
Where the local culture is very homogeneous, secularism is seen as a threat. It is also seen as a threat by minorities in modern societies that have suffered from the consensus not being fully embraced by the societies in which they leave. In such circumstances, secularism is seen as a threat to their very identity and whatever underpins it, culture, religion, ethnicity, etc.
In other words, secularism, like democracy, only works where it works: in very diverse, very economically developed societies. By virtue of being economically developed, these societies are becoming more and more diverse and more and more economically developed. This makes the societies heralding secularism seem like imposing bullies, both on smaller, less developed societies, as on the cultural, religious and ethnic minorities within them.
This is what has produced much of the tension between the West and Muslim states.
When the Muslim states where powerful, as in Medieval Spain, the tables where diametrically turned: nothing was more tolerant of diversity than Moorish Spain.
So these tensions are not crusaders against infidels, or Jihadists against infidels, it is rich against poor in a national, ethnic, cultural and religious sense.
In other words, Secularism does NOT help in promoting tolerance. It is Propsperity, as Northern Ireland bears witness, that promotes tolerance.
Instead, Secularism is a modern construct, that is afforded only as a by product of prosperity. Where there is no prosperity, there will be little secularism..

The term religious tolerance is the ability to respect all religions.
A secular state is a state which does not have an official religion.
Secularism helps to promote religious tolerance in the following ways: People have a wider vision.
Secondly, people accept all religions.
Thirdly, as people of different religions live together and celebrate each others festivals they become tolerant to each others religion.
No religion feels left out in a secular state.
