The research summarized in Chapter 2, and described in further detail in Part II of the report, has also identified some of the challenges and risks associated with climate change, including some special characteristics and complexities that distinguish it from many other problems faced by society. In this chapter, we summarize some of these characteristics and discuss their implications in terms of the risks and choices faced by decision makers both in the United States and around the world. The chapter also briefly describes some of the actions that decision makers are taking to respond to climate risks, including actions to limit the magnitude of climate change and adapt to its impacts. These emerging responses call for a new era of climate change research, one that not only continues to improve understanding of climate change and the risks associated with it, but that also supports, facilitates, and improves actions taken to respond.
