That said, something can be new without being improved. And something can be improved without being new. A thing can also be both new and improved: it can be argued that Windows 7, say, was, when it was released, both a new version of Windows and an improvement over the old version (Vista).
New can be the hardware and there can be improvement in the software. Let’s take an example for a smartphone since this is the most apt thing we can talk about for this question:
SO earlier this particular smartphone had these features let’s say,
Plastic body frame, 1.5 Giga hertz of RAM, 16 GB ROM
Camera - 8MP rear camera, 2MP front camera.
Sensors - Gyroscope, accelerometer, etc
Supports only 2G and 3G
Now, let’s say they have improved the software as,
Metal frame with Gorilla Glass 3
Camera - 13MP/5MP
Sensors - In addition to above, Ecompass, Hall sensor, etc
Supports 4G too.
So basically they have improved the features of the phone software wise and at the same time there is a new design and new hardware.
