how can the consumer use his Right to Information when he is not satisfied with the service he get ?

Consumers have the right to be informed about the goods and services that they purchase. Having this right they can complain and ask for compensation or replacement if the product bought by you proves to be defective in any way. For example, you buy an computer that stops functioning properly after some time. Then by producing a receipt you can ask for compensation or even replacement of that product.
