The foundational challenge is one of the first challenges to democracy. It refers to the establishment of democracy as an institution. This is the challenge that is faced by most countries as, countries have to make the switch from non-democratic countries to democratic countries. This requires not only the ruler to be ready, but also the citizens of the country have to be prepared. 
Examples of major countries facing foundational challenge are : Saudi Arabia, Nepal........
