Answer:
The government has already created many welfare schemes for people who are in need of work or employment, such as the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA2005). By this scheme, the government guarantees a minimum of 100 days of work for a daily wage to people who are in need of work. In case the government fails to provide the work, the people receive provident funds for their living.
However, this is directed to the general public and poor. For SCs, tribals and nomads, Article 15(4) of the Constitution empowers the state to make special provisions for SCs who are in need of jobs. Same goes for nomads and tribes.
