Terminal voltage is the output voltage of a circuit which equals to the voltage present in the circuit - drops
V=E-ir. so if the resistance is zero then the emf equals the terminal voltage
V=E-ir. so if the resistance is zero then the emf equals the terminal voltage

The Terminal potential can be equal to EMF in two cases which I mentioned below:-
(I) when the cell is open circuited.
(II) when the infinite resistance is kept across the cell.
