the number of electrons present in the outermost shell of an atom is the valency of that particular atom.

by counting the no.of electron by the formula
2n^2.....
1.in K Shell...n =1
so 2×1^2=2.
2.in L shell ....n= 2
=8
3.in M shell...n= 3
=18.
4.in N shell ....n= 4

carbon has 6 electrons
k=2 ,l= 6.
but l need 8 electrons and 2 are missing so valency is 2.
