how can the varency of an element can be determined its electroonic configuration is known? what will be the valency of an element of atomic number 9

Valency is nothing but elections present is last shell

Electronic configuration of atomic number 9 is

1s2,2s2 2p5. So last shell contain 7 electron i.e. why valency is 7
