how can the voltage rating of a cell be increased ?

Voltage and current are proportional to each other i.e if current increases then the voltage will decrease and vise versa.

Anonymous: Correct it , Since , V is directly proportional to I , so when current increase voltage will also increase , they are not inversely proportional !!
