How can there be life on Mars because I heard rumors about Mars that there is water. So How long can it take for the planet to become as ours?

Mars earlier had water long time ago due to it's small surface area it's was evaporated.
Maybe in 2030 first human spaceship can be sent.
But can't predict how many years it would more take to organize a colony there.
