For getting equivalent resistance of 1ohm try connecting all of them in parallel. whereas for 4 ohm resistance try connect 3 ohm and 6 ohm resistance in parallel and 2 ohm in series with them.

For 4 ohms

Firstly, we connect 3 ohm and 6 ohm in parallel. So,

\dfrac{1}{R'}=\dfrac{1}{6}+\dfrac{1}{3}\\\\R'=2\ \Omega

Now connect 2 ohm resistance with R'. So,

R_{eq}=2+2=4\ \Omega

For 1 ohm

Connect 2 ohms, 3 ohms and 6 ohms resistors in parallel. Then,

\dfrac{1}{R_{eq}}=\dfrac{1}{2}+\dfrac{1}{3}+\dfrac{1}{6}\\\\R_{eq}=1\ \Omega
