I was asked to answer this question. Not sure why. If you think I am a moderator based on what I post, I’m not.
I suspect that one would be asked. It would be a paying job.
At least this is how I would set it up.
You would be invited based on what you do on this site.
A consistent behaviour. Showing values that the Quora team are looking for.
Not a list somewhere looking for volunteers.
Someone asking to join a team I would feel uncomfortable if I was in a position to have to pick moderator and someone ask me if they could.
Also moderators would have to be invisible to work on this site.
Sorry, we have plenty of ways to moderate all ready. We draw things to the moderator's attention and they take action.

If you want to do this I don’t think I would I ask you to. This is my personal opinion.
Really anyone that joins this site will become moderators. They moderator their own answer and upvote, downvote takes care of the details.
