hi frnd! ure answer is as follows
we have to connect them in parllel two off them to get 13.5 ohm
to connect in parllel
1/R=1/9+1/9
1/R=1+1/9
1/R=2/9
by reversing it, we get
R=9/2
R= 13.5 ohm

first we connected the two resistor in parallel then we connect the resistor in series
