1. Encourage public awareness to good upkeep. This will reduce spoiling and dirtying of monuments by visitors. 2. Encouragement is always better than enforcement. All rules are susceptible to loop-holes. Dept. can create public awareness as well as support by organizing participative competetion/suggestions in local public and tourists to strengthen our heritage further. 3. Wherever possible, a barricade should be installed so that visitors will not touch, scratch or write on the monument.
