We can identify the leap year if we divide the year by 4. If no remainder is coming that means it's a leap year and there's any remainder that means the year is not a leap year.
Hope u understood.

BAHIJAAN: and why the leap year take place
Elsaqueen: A leap year occurs every 4 yr to help synchronise the calendar year with the solar year or the length of time it takes the earth to complete it's orbit around the sun, which is about 365*1/4 days

Answer:

Any year that is evenly divisible by 4 is a leap year: for example, 1988, 1992, and 1996 are leap years. ... To eliminate this error, the Gregorian calendar stipulates that a year that is evenly divisible by 100 (for example, 1900) is a leap year only if it is also evenly divisible by 400.
