Agriculture is the backbone of Pakistan’s economy and it contributed 65 per cent of the GDP in 1965. In spite of industrialization and shift of capital to industry, the agriculture sector still contributes 25 per cent of GDP and accounts for 65 per cent of total exports and employs 46 per cent of the total labour force.
Unfortunately due to corruption and mismanagement, the agro-based economy has received severe set-back. The tragedy is that Pakistan has the largest single contiguous flow irrigation system in the world and as a result, instead of being a granary of the sub-continent, it has become a chronic importer of food items (except wheat since 1999-2000).
This has caused a heavy drain on our national exchequer, which is already over-burdened with foreign and local loans. As a result the foreign donors like the World Bank and the IMF are dictating terms for framing government policy which makes the common man the ultimate sufferer.
Unfortunately, we could not maintain the momentum of initial green revolution of mid-sixties due to ad hoc policies of the successive governments and mismanagement of agricultural production, marketing and export systems. The yields per hectare of many crops have become stagnant since the 80’s and in several cases the trend is still negative thus negating earlier more than 3 per cent growth rate of the cropping sector since 1947.
The major problems of livestock are poor breeding, poor health, malnutrition and inefficient marketing system. These areas need immediate attention of the policy makers. Besides, there is good potential of attaining self-sufficiency in milk and milk products and exporting animals, meat, animal bye-products like wool, skins, leather, bones etc.
There is also need for exploring potential of exporting poultry and poultry products and improving our existing inefficient fishery system especially that of sea fish to exploit its maximum export potential
