How can we only have 0.5% of consumable freshwater on Earth, and not run out of our fresh water supply? (Please explain this)

Though less than 0.5% is fresh water, it is constantly circulating around the planet by the name of a process called as ‘hydrological cycle’.
EXPLANATION:
Our world is comprised of about 97% of salt water and 2.5% of fresh water. But only less than 0.5% is available as drinking water. Remaining percentage are in the form of frozen ice and sheet of glaciers. The water usually doesn’t get stagnant. It will be circulated in a routine way. It got absorbed and came as rain, stored in underground, which is then available as rivers, ponds, mixed in marine environments.
But due to the depletion of natural resources, we are in the position of water scarcity. It is everyone’s responsibility to handle the water resource properly in order to provide better water facility to next generations.
