How can we predict that an atom would form a cation or anion, if its atomic number is known. plz give accurate answer without copying..

let me explain with example
ex:
let atomic number be 8
electronic configuration will be 2,6
therefore the atom will get 2 electrons from another and forms anion (negative)
if atomic number is 3 (2,1-electronic configuration) , atom donates 1 electron and forms cation

the thing behind this is if last shell's electron is 4 or les than it,atoms donates and bcums cations
otherwise if it is above it,atom gets and bcum anion
