salts are always neutral as the are form by reaction of acids with metals or bases. ex=
hcl+naoh=nacl+h2o
hcl+naoh=nacl+h2o

they cant be formed because they can became unstable after reaction
I guess they aren't unstable after reaction, they're the base of the whole Ionic Equilibrium chapter. I hope I am not spreading wrong info.
