It can be done very easily by tunnel method
On the no. line take 18 from 0 and add 1 more unit i.e. 19 named AB
Now bisect the line into two halfs then draw a arc from its mid point.
Finally put your compass on B and draw a line intersecting the arc .Now traace the answer in to number line.
