how can we say that Aqua regia dissolves all the gold that comes in contact with it

It is the nascent chlorine which reacts with gold to dissolve it....

unspokenthoughts1: nascent means just coming into existence....not yet stable.... nascent chlorine [ Cl] .... as it is not yet stable so it reacts more than chlorine molecule to become stable....

Aqua regia is freshly prepared mixture of one part of concentrated nitric acid and 3 part of concentrated hydrochloric acid the ratio of concentrated HNO3 and concentrated HCL in Aqua regia 1:3.
gold is not highly corrosive in nature but aqua regia can dissolve it.
