During burning of candle new substances like carbon dioxide gas and water vapour are produced, hence it is a chemical change as well. Glowing of an electric bulb is a physical change since no new substance with different properties is formed.

When candle burns, combustion happens at the wick. Combustion means a chemical reaction, so a chemical change.
