Different people have different developmental goals, they seek things which are conflicting. Like the girl child who needs as much as freedom as her brother. Her brother might not like it. Similarly industrialists might want more dams. But the livelihood of people will get damaged.

yes different people have different development goals because deployment for one may not be development for other for example a Land Lord want cheap labour but it is development for him but it is not development for labour because he is getting less wages and that is not development for him
