Not every government is democratic.
Country like India is a democratic country because here the government is elected by the people of india. They choose the government whoever they want. One can stand as a representative for the election.
Citizens can exercise power by voting. Citizens of democracy have right of universal adults Franchise. According to Abrahm Lincoln democracy is defined - as a government of the people, by the people,for the people.
