Yes, it is true law making Is very difficult in India . Because firstly a bill can be present in lok sabbha while approving bill from lok sabbha it will be sent to next parliament which is Rajya sabbha. In both parliament house a will can be crossed from different stages. After approving from both ( lok sabbha and Rajya sabbha) Parliament houses bill can be sent to President house . when President sign on this bill. Bill can became Law. So, that's procedure can make law making difficult in India.
