how can we say that light propagates faster than sound?

Light doesn't need a medium to travel. The speed of sound through air is about 340 meters per second. It's faster through water and it's even faster through steel. Light will travel through a vacuum at 300 million meters per second..

Light propagates faster than sound as it needs no medium to travel and its speed is much faster than that of sound i.e.,

3 \times 10 {}^{8} metre \: per \: second
and that of sound is

344 \: metre \: per \:second

So as You can see light has a faster speed than sound so it propagates more fastly than sound.
