how can we say that Pakistan under General Musharraf's rule cannot be called a Democracy

yes we can say that a Pakistan under Musharraf rule cannot be called democracy because it is a military rule means in time of Mosharraf there was an military rule has started and military rule and in democracy it means that people can choose their representatives but here there is no representative show Musharraf rule cannot be called a democracy
