How can We say that radioactivity is a nuclear phenomenon?

as it is a process of spontaneous emission of alpha or beta and gamma radiations from the nucleus of atoms of a radioactive substance during their decay. and since it is a property of the nucleus which is not concerned to orbital electrons at all.
hence it is a nuclear phenomenon.
