They were a pastoral people who migrated from Central Asia. Note the Deva vs Asur , the Dahae of present day Turkmenistan etc. They were members of the Indo Iranian language family and migrated during the final phases of the Harappan civilisation. They probably reached India as a result of intra-tribal conflict and need for fresh pastures. For similar reasons as for example Babur migrated , though his case is slightly different.
