To secure rights means to recognize them and protect them from violation. For that, we need to understand how rights are violated.
Let’s say we agreed that everyone has the right to take any peaceful action he judges appropriate for his own survival and flourishing. This means that no one has the right to interfere, which can only be done by physical coercion.
So that means rights are violated by beating people up and stealing their stuff (to put in most basic terms).
To secure rights means stopping people from beating people up and stealing their stuff. Which can only be done by using physical force in defense and retaliation. Which means when you find one person beating up another, you tackle him and tie his hands behind his back, and take back the stuff he stole. If necessary, you shoot him or lock him up, etc.
And if you really want to get organized, you create an agency of professionals to sweep up the crooks for you. A government with a police force and law courts and a military.
