In order to tell the sign of an object charge, you need another object with a known positive or negative charge. If you rub a piece of glass with silk, it will have a positive charge (by convention). If you rub a piece of amber with fur, it will have a negative charge (also by convention). Use whatever you have handy

Electroscope is used to test the presence of charge

Explanation:

We can test a presence of charge in a particular body with the help of electroscope , that uses the idea of repulsion .

There is a glass jar , and a cork is placed at the mouth of the glass jar. There is a metal disc above the cork which is connected to aluminium or gold leaves or strips through a metal wire , present inside the jar . When a charged body is kept on the metal disc , then due to conduction , the charges of a body is transferred from the charged body via metal disc and metal wire to metallic strips .

Because same types of charge is obtained by both the strips held close to each other , they repel each other .

But if an uncharged body is kept on the metal disc , no conduction of charges will take place . Because of this , no repulsion of the metallic strips will be seen .  

So Repulsion is a sure test of checking whether an object is charged or not , and electroscope uses this phenomenon . To summarise , if repulsion of metallic strips take place in electroscope , then the object is charged , but if no repulsion of metallic strips take place , then the object is uncharged , or does not have any charge , or is neutral .
